2021 - Report Summary on the activity carried out

2021 was the second year of the Research Center's activity and, despite the particular conditions determined by the Covid-19 pandemic, the Institute planned and implemented many initiatives described in the Report attached hereto.

Firstly, in addition to the 20 founders, the Institute has gathered further members for a total, to date, of 249 members belonging to 105 Universities from 29 different countries, of which 17 Emeritus, 167 Senior, 57 Junior, 8 Institutions or associations. This also happened thanks to the establishment of four international research groups on interdisciplinary topics: 1) «Criminal law and the religious factor; 2) "Life imprisonment in comparative law"; 3) "Euthanasia in the multidisciplinary prism"; 4) «The media perception of insecurity»; groups that started their activity in 2021, better described in the report.

In 2021, ISPA also organized and sponsored ten conferences or seminars, which were attended by a total of around 3,000 people: students, academics, professionals, in some cases with the recognition of credits for lawyers.

The commitment of the Center was then profuse in favor of the enhancement and conservation of the library and the 'Alimena' archive. In 2021, in fact, we became aware of the resolution of the Ministry for Cultural Heritage and Activities relating to the recognition of cultural interest, pursuant to Articles 13 ff., Legislative Decree 42/2004. Also in 2021, ISPA promoted the research project to participate in the call pursuant to the Decree of the Rector of the University of Calabria n. 1246/2021, a project useful for the conservation and enhancement of the Alimena library and archive and for the reconstruction and interpretation of the thought and works of Prof. Bernardino Alimena. In fact, access to this source of funding could be an opportunity to undertake those initiatives that have already been thought of, but have not yet been implemented due to lack of funds.

In 2021, again, ISPA signed an agreement with the "Gullo Library" Association for the conservation and enhancement of the "Gullo sound archive", which through the Phonetics Laboratory of the Department of Culture, Education and Society, has already the relative digitization has been produced, while now the metadating phase will have to start.

From an editorial point of view, in 2021 the Institute continued the publication of the «ISPA Working papers» published by the legal Pacini of Pisa, with two other collective volumes - which are added to those of 2020 - the first entitled «The criminal system for boundaries of the hard sciences. Epistemological paths between neuroscience and artificial intelligence», edited by Fabio Basile, Mario Caterini and Sabato Romano, 284 pages; the second entitled "Criminal law in the ford between freedom, security and populism", edited by Giuseppe Losappio, Giovanni Manca and Anderson Vikingkeski Teixeira, 240 pages. The next two volumes for 2022 are also in the works.

ISPA's efforts also concerned the internationalization of research and teaching, with the continuation of the activities of the "Visiting Professors Program" and the "Visiting Researchers Program", which in 2021 generated the performance of the activities of two Visiting Professors , the investigation and approval of two more Visiting Professors, as well as the extension of the research program of two Visiting Ph.D. Students.

The Research Center has continued to update the presentation web pages. Today the ISPA site has a "menu" with 20 sections with hundreds of pages that ensure a wide dissemination of the Institute's cultural project and its initiatives.

In conclusion, again in 2021 the initiatives implemented and planned were many, diversified and, in line with the Institute's cultural project, concerned research, teaching, internationalization and the University's third mission. The many feedbacks received from the ISPA initiatives confirm the interest and value of the ideas underlying the establishment of the Research Center, also in an international dimension. The value of the project is a fortiori appreciable if one takes into consideration that the activity described was carried out in the midst of the Covid-19 pandemic and without any ad hoc dedicated financial and personal burden, but thanks to the voluntary commitment of many to whom warmest thanks and appreciation.

The Year 2020 has been the first year of the Center's activity, during which despite the particular conditions because of the Covid-10 pandemic, the Center scheduled and realized various ventures.

Firstly, the ISPA has gathered numerous adhesions besides the founders: 233 scholars, many of them of particular authority, from 103 Universities in 29 countries, of which 17 Emeritus, 156 Senior, 52 Junior and 8 Associations. This has also been achieved thanks to the establishment of four international research groups on interdisciplinary issues: 1) «Criminal law and the religious factor» made up of 16 members; 2) «Life imprisonment in comparative law» made up of 63 members; 3) «Euthanasia in the multidisciplinary prism» made up of 71 members; 4) «The media perception of insecurity» made up of 39 members.

In 2020, ISPA also organized and sponsored four conferences and seminars, three of which via videoconferencing mode, which were attended by over 4000 people: students, academics, professionals, in some cases with the awarding of training credits for lawyers and the issuance of 1202 participation certificates by ISPA. The Centre's commitment then was in enhancing and preserving the library and the ‘Alimena’ archive. In 2020, after a recognition of the library and archive material, an application was made to the Ministry for Cultural Heritage and Activities in order to obtain the declaration of cultural interest under Articles 13 and following of Legislative Decree 42/2004. A first favorable response from the competent Archival and Bibliographic Superintendency Office was received with note n. 30.07.04 of 7 February 2020. An agreement was also signed with the Alimena family in order to regulate its relations with ISPA.

Also from an editorial point of view, the Institute produced its first results in 2020. In particular, the creation of series “The ISPA Notebooks”, published by Pacini of Pisa founded in 1872, and the publication of two collective volumes: 1) "Justice at the time of the coronavirus", edited by M. Caterini and S. Muleo, 216 pp.; 2) "Govern the epidemic: society, institutions and public safety", edited by R. Giurato and G. Mecca, 108 pp. ISPA's efforts also involved the internationalization of research and teaching, with the establishment of a «Visiting Professors Program» and a «Visiting Researchers Program», which generated the instruction  and approval of three Visiting Professor and two Visiting Ph.D. student. Right from the start the Research Center set up presentation web pages. Today the ISPA site contains a "menu" with 19 sections, translated in English and Spanish, hundreds of pages that ensure a wide dissemination of the Institute's cultural project and its initiatives. In conclusion, in 2020 the ventures realized and scheduled had been many, diversified and, coherently with the cultural project approved by the Università della Calabria academic bodies, they concerned the research, the didactics, the internationalization, and the third mission of the University. The various feedback received from the ISPA ventures confirm the interest and value of the ideas based on the research Center's foundation also in an international dimension. The project's value is more significant considering that the activity has been carried out during the Covid-19 pandemic and without any financial contribution or designated staff, but only thanks to the many people's voluntary task, to whom we are grateful.
